The Port of Portland is committed to maintaining a quality general aviation program as a viable part of its aviation system. To do so, the Port's General Aviation airports must be financially self-sufficient. The Port has developed a four-part approach to achieving financial self-sufficiency for its general aviation airports.
- to control operational and capital costs;
- to rely heavily on the development of non-airside land;
- to keep the airside property lease rates in alignment with the local market; and
- to develop new revenue sources. As part of the creation of new revenue sources, the Port began collecting landing fees at Hillsboro, Troutdale and Portland International airports from operators of general aviation aircraft used for commercial passenger or cargo operations, as well as from operators of aircraft weighing 10,000 pounds or more.
Pilots required to pay a landing fee for operations at the airport may leave their payment in the drop box provided on the terminal apron or mail the payment.

U. S. Customs and Border Protection Fees
The Port of Portland charges a user-fee based on the size and type of aircraft. The fees are used to offset the cost of the full-time Customs officer's salary and construction of the new facility.
Fees are as follows:
Single engine aircraft $60
Twin/Properller $175
Other turbine/jet engine $500
