Minority, Women and Emerging Small Business Program (MWESB)
The Port has established a MWESB Program to encourage equal opportunity for certified small businesses to compete for opportunities as contractors, subcontractors, suppliers and service providers. The MWESB program encourages and fosters the inclusion of MWESB firms in all Port business activities, including the procurement of goods and services as well as leasing and development. The Port requires that each business partner make good faith efforts to promote this policy throughout its engagement with the Port. The MWESB Program applies to all of the Port’s contracts and procurement activities for Portland International Airport, Hillsboro Airport and Troutdale Airport.
For fiscal year 2014-15, the Port’s overall small business participation target is 10% of contract dollars awarded directly and as subcontracts; and 25% of participation of small businesses as a percent of the total number of contracts awarded directly and as subcontracts.

Disadvantaged Business Enterprise Program
The Port has an established Disadvantaged Business Enterprise (DBE) Program for businesses that are certified as socially or economically disadvantaged in accordance with U.S. Department of Transportation (USDOT) regulations, 49 CFR Part 26.
The Port receives federal financial assistance from the USDOT through the Federal Aviation Administration (FAA) primarily for airport improvement projects. As a condition of that financial assistance, the Port must ensure that DBE-certified businesses have an equal opportunity to compete for and perform Port of Portland contracts.
The federal grant assurance requires the Port to establish DBE plans for its three airports and set annual DBE participation goals for airport projects and concessions; and submit annual reports to the FAA detailing actual DBE participation.
DBE Definition: A DBE is a for-profit small business concern that is at least 51% owned by one or more individuals who are both socially and economically disadvantaged.
- A minority or women must own at least 51% of the business
- Recognized minority groups for certification include: Black American, Hispanic American, Native American, Asian American, Subcontinent Asian American and others as defined by the U.S. Small Business Administration
- The minority or woman owner must have managerial and operational control over all aspects of the business.
- Personal net worth must not exceed $1.32 million.
Disadvantaged Business Enterprise Goal Fiscal Years 2014 - 2016
The Port of Portland has established an overall DBE goal FAA funded contracts at the Portland International Airport for federal fiscal years 14-16 (October 1, 2014 – September 30, 2016).
The Ports overall three-year DBE goal: 5.36%, to be accomplished through 5.36% race conscious efforts.
The goal reflects planned contracting at the Portland International Airport that will receive funding from the U.S. Department of Transportation and is in accordance with goal setting methodology outlined in CFR 49 Part 26.

Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program Information
The ACDBE program is designed to increase opportunities for minority-owned and women-owned small businesses to operate as concessionaires in PDX or provide goods and/or services related to the airport concessions program.
ACDBE Definition: ACDBE certified businesses are small businesses that are certified first as DBE with further certification as an ACDBE based on additional size standards associated with operating airport concessions.
- Concessionaire/Good or Service Provider: three-year averaged gross receipts must not exceed $56.42 million.
- Banks and financial institutions: must not exceed $1 billion in assets.
- Car rental companies: three-year gross averaged gross receipts must not exceed $75.23 million.
- Pay telephones: 1.500 employees or less
- Automobile dealers: 350 employees or less

Airport Concessions Disadvantaged Business Enterprise (ACDBE) Goal
In accordance with Section 49 CFR Part 23 of the Code of Federal Regulations, the Port of Portland is announcing the proposed FFY 2015-2017 (October 1, 2014 – September 30, 2017) ACDBE goal.
The concessions goal for non-rental car concessions is set at 12.9% ACDBE participation to be accomplished through 7.5% race conscious and 5.4% race neutral.
The concessions goal for rental car concessions is set at 1.3% to be accomplished as race neutral.

The Port is a member of a Unified Certification Program (UCP) administered by the State of Oregon’s Business Development Department’s, Office of Minority, Women and Emerging Small Businesses (OMWESB). OMWESB will make certification decisions on behalf of the Port.

The Port of Portland's Mentor-Protégé Program exists to build effective working relationships between leaders of mature, established companies and emerging minority- and women-owned companies in order for the latter to benefit from the knowledge and experience of the established firms.
In 1994, the Port of Portland undertook an assessment to determine why small minority- and women-owned businesses were not participating in Port projects. The following five barriers were identified:
- Ineffective working relationships between small minority- and women-owned businesses and prime contractors.
- Poor access to job notification.
- Inability to accommodate size of work.
- Inability to secure adequate financing.
- Inability to secure adequate bonding.
One solution that evolved was the Mentor-Protégé Program. An advisory board was formed, mentors were recruited and, in 1995, the program´s first group of protégés was selected. The Port of Portland Mentor-Protégé Program has since become a national model for several agencies, organizations and national efforts, including the Small Business Administration, Associated General Contractors, and Vice President Gore´s Business Mentoring initiative.
Selection for the Port of Portland Mentor-Protégé Program is conducted through an application process. To apply for participation, businesses must meet the following criteria:
- Participants must be current on all taxes and applicable licenses.
- Current business must have been in continuous operation for the last 24 months.
- Participants must be certified by the Oregon Office of Minority, Women & Emerging Small Businesses.
- Participants must be committed to following program rules, guidelines and processes so that incremental growth and business success can be achieved.

Once accepted, each protégé is initially paired with two mentors. Working together in monthly meetings, mentors focus on assisting protégés develop business plans, develop marketing strategies, understand financial statements, and identify and implement other action items needed to meet the protégé company goals.

Workforce Utilization Program
Apprentice Opportunities on Port Projects: The Port requires contractors to provide on-the-job training opportunities for approved and registered apprentices on construction projects over $500,000. The Port's overall target for registered apprentice participation is 15% of total labor hours. The Port supports efforts to build a diverse and skilled workforce for the construction industry and to increase the representation of diverse apprentices on Port projects.
