Seismic improvements NEPA Public Notice
Notice is hereby given by the U.S. Department of Commerce Economic Development Administration (EDA) that a grant application is being made for funding from the Port of Portland to construct T2 Mass Timber Innovation Campus-Seismic Improvements in Portland, Oregon (Multnomah County).
The project will construct seismic improvements to facilitate future development of a proposed Mass Timber Innovation Campus at Terminal 2 (T2). The proposed soil stabilization method for the seismic improvements employs a deep soil mixing buttress, which is an in-situ soil treatment blending native soils with binding materials such as cement to strengthen the soils. Soil mixing is accomplished with vertical drilling and mixing augers which simultaneously drill, mix, and pump cement slurry into the soil.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, EDA is conducting an environmental assessment (EA) of the proposed project.
Additionally, a determination has been made by the EDA (in accordance with the President’s Executive Order 11988) that the project will be located in the 100-year floodplain and that there is no practicable alternative. The project has been designed to minimize the risk of loss of life and property damage due to flood and storm damage and will have no adverse impacts to floodplain value and function.
